Answer: The government's objective in developing the Medicare and Medicaid program to provide health insurance coverage to most of the people. It mainly focus on the people above the 65 age to provide healthcare coverage for the diseases. The federal government wanted to reduce the burden of diseases, injury as well as disability to improve the health of people.

Although the decision was made basically on increasing the health concern among people. But the increased premium rates became hurdle for people to avail these programs.
