Governance in the health sector refers to a wide range of steering and rule-making related functions carried out by governments/decisions makers as they seek to achieve national health policy objectives that are conducive to universal health coverage.

Positive reinforcement: Health care insurance availability for all: increasing patient loads yet capitation on payments... only giving fixed rates, forcing health care providers to operate most efficiently.
Negative reinforcement: penalize hospitals for readmits within 30 days. Gives incentive to make sure patient care is efficient and effective during first admission and to make sure the patient is actually ready for discharge.
