They collected information on the HCV prevalence among IDUs in all refugee camps in country A where different health promotion campaigns including the IDUs focused HCV health promotion campaign were implemented and compared with each other.

Quasi-experimental designs provide considerable outcome when RCTs not possible with control group. Reserchers used randomly all refugess camp in country with HCV prevelance among IDUs to control for all other variables. it provide outcome measures without using random assognment. It aim for intervention and outcome.
