1. Yes. When a disaster strike, people has to donate the money through the relief organization for the benefit of the people. Donation can be in any form as funding, offering foods and clothes, needed supplies. People should always help to the disaster areas for the quick recovery of the regions.

2. Local, National government, voluntary organizations, Military organizations, Non-governmental sectors, external responders, federal agencies, Red Cross, World Bank can help the affected countries in a number of ways.

3. Developed countries like the U.S have an obligation to help other countries. On average of 26% can be allocated for foreign aid. On these, $5.3 million is for health, $2.7 million for the development of the countries and the remaining $2.7 million for refugees. Countries should help domestically and internationally.
