Medicare did control the number of payments to the hospital by adjusting conversion factors growth rate or adjusting the Diagnosis-related groups (DRG)weights. Affordable Care Act control the health care cost by two methods, one is from health insurance coverage for the uninsured population and another one is controlling health care cost for medical services.
