Yes, different physician can report separately

CPT code 36568 reported for Insertion of peripherally inserted central venous catheter (PICC) without subcutaneous pump or port in person of age younger than 5 years .

So in this case another physician administers Moderate sedation. As per CPT in case when Moderate sedation services provided by a physician or other qualified health care professional other than the physician or other qualified health care professional performing the diagnostic or therapeutic service that the sedation supports initial 15 minutes of intraservice time on a patient younger than 5 years of age, separate CPT code 99155 is reported. And for any addition 15 minutes CPT code 99157 is reported.
