Introduction.

Yes pregnant women be punished for exposing her fetus to children.

If it is not intentional than it may not be a offence but knowing that their actions causes risk to their fetus and doing it then it is a offence.For example taking drugs during pregnancy causes severe heapth problems to the fetus.So if women exposes the children when they are in womb with drugs or other things then it is punishable offence.

Guidelines.

Prenatal care during pregnancy include taking nutritional food and medicines but most of all avoiding the drugs and alcohol.The parents should follow the things above listed so that the child will be able to grow healthy.

Rights.

The baby in the womb have a right to healthy life but taking of harmful substances will cause severe health problems which will effect them throughout their life and in turn effects the community.Community have a responsibility towards the people so that they can live a healthy life so the community should be able to give awareness about the risks of the fetus if a pregnant women takes harmful substances during pregnancy.And the punishment should also be known to them.

Yes the government have the right to take the child away from a addicted mother because they may cause serious dangers to the life of child.They have the responsibility towards the people and particularly towards babies because that can't fight for themselves.After repeated offence the mother should be sterilized so that she can't damage any more lives.

Reasoning towards the punishment is that mother should be the first one to help and protect her children but in here she is the one who destroys their lives so she can have her addictions.It is unethical to harm one's life for pleasures of their own and if she is not punished then they will do that again and therefore cause more harm to society.
