Explanation:

Given circuit is modulus-5 or MOD-5 counter. 7490 decoder consists of 4 master slave J-K flip-flops. They are internally connected to provide MOD-2 and MOD-5 counters and using both we can produce MOD-10 counter.

MOD-2 counter:

Input clock signal is applied at Clk-A and output taken from QA

MOD-5 counter:

Input clock signal is applied at Clk-B and output taken from QA

So, here clock signal is given to Clk-B and Clk-A has no connection. Therefore, given circuit is MOD-5 counter.
