Building a model of a new system requires analytical skills at every stage of it since there'll be problems, some simple other complexed which makes the requirement of analytical skill set essential. Problems can be inside or outside the company, it may also require critical thinking, analysis to find a solution. A person with analytical skill set can find a solution but it may be very difficult to put that solution into motion if he doesn't have interpersonal skills since it might require communicating within or outside the company. Also, new model means new way approaching the work, policies, methods etc which also needs to be communicated, and interpersonal skills ensures that these are communicated, understood and adopted properly.
Basically, both are very essential for building a new system, one helps in understanding and communicating and other helps in analyzing the shortcomings and finding the appropriate measures.
