otro CI Nitroso derivative

NaNO2 react with HCl to form nitrosyl cation NO+ as intermediate species which reacts with amine.

In case of primary amine there are two protons attached to nitrogen hence nitroso derivative formed is further converted to diazonium salt with loss of water.

But, secondary amine does not have protons to loose and therefore reaction stops at nitroso intermediate
