Since the second polarizer is at an angle of 60^{\circ} with respect to the first one, we can use the law that the Intensity coming out of the second one is

I_{2}=I_{1}cos^{2}(\theta) \implies \frac{I_{2}}{I_{1}} =cos^{2}(60^{\circ})= 0.25

which is the asked ratio.
