It is for the gases that have the weakest intermolecular forces of attractions. It is because the particles are not close together, they are far distances apart. They dont have attractive forces between the molecules that's why they are not closely packed.

In liquids and solids, molecules are close together in comparison to gases because attractive forces exist between them which keeps them bound together.
