True. Because it is the digit to the right of the one where rounding is to occur, decides the rounding digit. If the digit to right is less than one then the rounded digit is left unchanged while if it is greater than one then rounded digit is increased by one. For example 152.482 rounded to two decimal place will become 152.48 while 152.486 will become 152.49
