a. The transition from phase 2 to phase is mostly controlled by the socio-economic conditions, we have seen them in stage 2 there has been a falling rate of the death rate is totally caused by the advancements in the health care with better understanding of health and hygiene, these also support in higher production of food grains along with the better facilities to store theme, better connectivity for transport for food. when any society achieves this goal the society pass to the next level in which there is a decline in the birth rate with the continuous fall in death rate the causes responsible for this too occur are due to lower Infant Mortality Rate, increase in mechanization which results in reduction in workers, increase in standard of leaving and change in the status of women.
b. This transition suggest a positive population policy, as this will introduced the measure to control population growth in this stage.
