Coplanar atoms means that the atoms are lying in the same plane.

Here, for the molecule, maximum 2 atoms are coplanar. Both are oxygen atom. It becomes clear when we draw the structure of the molecule.

XeO2F2 is a see-saw shape with two Xe-O double bonds and a lone pair on Xe. In a see-saw shape, there can be 4 atoms in the same plane, because if you rotate a see-saw so that you can see a “T-shape” with one bond pointing at you. All the atoms in the T-shape lie in one plane.
