Population standard deviation, σ = 5.9

Value that is 2 standard deviation below the mean:

X1 = µ + (-2)*σ = 54 + (-2)*5.9 = 42.2

Value that is 2 standard deviation above the mean:

X2 = µ + 2*σ = 54 + 2*5.9 = 65.8
