Rule making process is for brining amendments in the regulations of the administration. It may include written feedbacks from public, trial-based hearing or any combination, with the aim to enable the federal agencies in brining a change in the admin rules and regulations.

Comparing its features with administrative state, where rule making amends or repeals the existing rules and regulations, administrative state is focused on creating and enforcing their own rules.
