This will be achieved through commitments to education, entrepreneurship and innovation, including: diversifying the nation's economy through the ongoing privatization of state-owned assets, including the creation of a sovereign wealth fund to be funded through Saudi Aramco's partial IPO; unlocking underdeveloped industries such as manufacturing, renewable energy and tourism

By 2030, Saudi Arabia will have at least five universities among the world's top 200 universities; and by encouraging financial assistance, they will focus on small and medium-sized enterprises (SMEs). Increasing SMEs' contribution to GDP by 2030 from 20 to 35 per cent.

To be an ambitious nation, Saudi Arabia will focus its governing strategy on accountability, transparency and effectiveness. Only solid foundations can accomplish sustained success. To realize this potential, the Kingdom will: establish zero tolerance for all levels of corruption; increase transparency by expanding online services and improving standards of governance; establish the King Salman Human Capital Development Program to train more than 500,000 government employees in best practices; and support the non-profit sector through increased efficiency and efficiency;
