Desired solution is 250 mL of 0.75 M H2SO4

So

Mole of H2SO4 = Molarity x Volume in L

= 0.75 x 0.250 = 0.1875 mole

Stock solution is 14.0 M H2SO4

Required volume of stock solution = 0.1875 /14 , L = 0.01339 , L

= 13.39 mL
