Hi

please can you help me understand how to answer this question

"If p-nitrophenol is treated with chlorine in the presence of ALCL3 the only trisubstituted product observed is: 2 chloro -4nitrophenol

I am confused because p nitrophenol has both an OH group which is an ortho and para activating group and a NO2 which is a deactivating meta group. Which one would take priority when undergoing the reaction?
