Solution:

The kinetic energy of the bob at its lowest point is:
KE = 0.15 J

That must also be the potential energy of the bob at its highest position, so
KE = PE = mgh
h = KE / mg
h = (0.15 J) / [(0.69 kg)(9.81 m/s²)]
h = 0.02216 m

The length of the string can be found by
h = L (1 - cos(θ))
so
L = h / (1 - cos(θ))
L = 0.02216 / (1 - cos(0.1 rad))
L = 4.44 m.
