Ni(NO3)2 (aq) + 2NaOH (aq)   \rightarrow Ni(OH)2 (s)  + 2NaNO3 (aq)  is the molecular balanced chemical equation.

Here the species that are present in solid form will mot get dissociated to form ions.

Hence complete ionic equation is :

Ni2+(aq) + 2NO3-(aq) + 2Na+(aq) + 2OH-(aq) \rightarrow Ni(OH)2 (s) + 2Na+ (aq) + 2NO​​​​3- (aq)

Hence net balanced ionic equation is :

Ni2+(aq) + 2OH-(aq) \rightarrow Ni(OH)2(s)
