The reason this is the correct answer is because that would be most fair to the employees. If you are able to explain them why raises this year would be lower, then they would be able to understand the relation between the performance evaluation score and the raise.

By finding unreasonable support for giving lower performance evaluations just so that you can give inconsistent message, you will lower the confidence of employees in the entire evaluation system.
