In formaldehyde, electronegative element oxygen have relatively low lying orbitals (2Pz orbital of oxygen). Because of its lower energy, the \pi* orbital is a better acceptor of electrons from the HOMO of attacking nucleophile than LUMO of the ethene.

The unequal electronegativities of the oxygen and carbon atoms also distort electron distribution in the \pi molecular orbital.

In contrast to the symmetrical distribution in ethene, the formaldehyde \pi molecular orbital has a higher atomic coefficient at oxygen. This results in a net positive charge on the carbon atom, which is favorable for an approach by a nucleophile.

Therefore carbon atom in CH2O to have more partial positive charge compared to ethene, C2H4.
