Sam drives her rocket towards the x direction at speed v (relative to Jim) through a region of space where a magnetic field, B, points everywhere out of the page. As she passes Jim, she shoots a negative charge relative to her backward at a speed v. According to Sam, what kind of forces act on the particle? According to Jim what forces act on the particle? How are the net forces that each person sees related to one another?
When sam throws the particle with speed v backwards, the speed of particle as observed by jim (a rest frame) is zero. So according to jim the charge is at rest hence it wont experience magnetic force .
Where as sam observes that particle is moving at constant speed in a magnetic field. So, according to sam the charge will experience magnetic force.
Sam is also travelling with rocket and if we observe from ground frame , both sam and rocket experience magnetic force , but in relative to sam on rocket force is zero , because according to newton law force exert equal and opposite in nature so they cancel each other.

according to Sim , the electron exert two force , electric force and magnetic force called lorentz force.
we know sim is in ground frame , where as rocket experience only magnetic field.
