Anger is considered to be the secondary emotion because before one gets angry, one might feel any other emotion such as, frustration, sadness, helplessness etc. This would mean that anger is the expression to protect the vulnerability of oneself. Another reason is that while other emotions force one to move away from people and events, anger would force one to engage in oral and physical fights with people. When anger is stored and not expressed, it would cause more damage to one internally but when it is expressed, it would cause more damage to others and in return to oneself.
