Given that,

\bar x = 54

s = 6

n = 31

Degrees of freedom = df = n - 1 = 31 - 1 = 30

At 95% confidence level the t is ,

\alpha  = 1 - 95% = 1 - 0.95 = 0.05

\alpha / 2 = 0.05 / 2 = 0.025

t\alpha /2,df = t0.025,30 =2.042  

Margin of error = E = t\alpha/2,df * (s /\sqrtn)

= 2.042 * (6 / \sqrt 31)

= 2.2

Margin of error = 2.2

The 95% confidence interval estimate of the population mean is,

\bar x - E <\mu  < \bar x + E

54 - 2.2 < \mu < 54 + 2.2

51.80 < \mu < 56.2

We can be 95% confident that the mean lenght of sentencing for the crime in between 51.80 and 56.2 months.
