In this scenario, the sentence is to likely stop the behaviour of both equally i.e. option c is the CORRECT option( because the same amount of punishment is given for the same crime disregarding their previous sentences partially that is the time spent earlier but regarding the fact that the crime has been done again)

and not to stop the behaviour of Lothar more than Betty or Betty more than Lothar i.e. optionA and option B botye are incorrect.

And option D is incorrect because such Statements do labellings of people which is wrong , even criminals change .
