Reason:

Unemployment rate = Number of unemployed people / Total number in the labor force * 100

= 2 / 11 * 100

= 18.18%

Unemployment occurs when a person who is actively searching for employment is unable to find work. In our case, 2 million are actively looking for a job and are unable to find work. Also, the labor force consists of employed plus unemployed, which is 11 in our case.
