Explanation:

Labor force = Total employed + Total  unemployed

= 18 million + 2 million

= 20 million

Here , Total employed = Full time employed + Part time employed

Natural unemployment rate does not cosider cyclical unemployment.

Natural unemployment rate =(Total unemployed / Labor force ) * 100

= ( 2 / 20 ) * 100

= 0.1 * 100

= 10.0
