A: The hertz is occurance of any event in one second. so mostly hertz measure the number of an event or events in one second.in simple words we can say the hertz can represent count of any entity in one second.

B: It depends on the use case of hertz, in some cases it higher hertz is good in some of the cases lower frequency is good. for example : Lower better. in todays scenerio of COVID19 if the frequency or hertz of people roaming is lower then it is better. for example higher the number of frames in game will better the experience. so higher frequency is better.

C: Yes hertz can be used to measure different things like

  • Cellphone screen Refresh rate. 120 frames per second 60 Hz, 120Hz.
  • any quantity occuring with time can be measure in Hz. Total door opening in one day, frequency of people get in your house, frequency of attandance of student in ome month. etc.
