As only Part C is asked to be solved, following is the solution -

The Employee ID in the Payment Table is a Foreign key referencing the Employee table.

Definition - A foreign key joins a table to another table by referencing its primary key. A foreign key constraint specifies that the key can only contain values that are in the referenced primary key, and thus ensures the referential integrity of data that is joined on the two keys.

Thus, each value in the Employee ID column of Payment Table must correspond to a value in the Employee table. A NULL value does not provide any link to the Employee table but it does not also provide any "incorrect" link. Hence, if the Employee ID column was not declared "NOT NULL" during table creation, it can have value as NULL.

=> It is possible to update the Employee Id to Null/Blank for any Payment Id
