According to Goodin, the only time when public officials should refrain from paternalistic inferences is when the public is acting on their own preferences. These preferences are described to be of four different types which have been listed as follows:-

  • Settled preferences
  • Relevant preferences
  • Preferred preferences
  • Our own preferences

According to Goodin, public officials should not interfere when the public is acting based on these four preferences and should therefore refrain from a paternalistic interference.
