There are many departments in an integrated steel mill. Coke making, iron making, steel making, hot rolling, tempering, annealing, just to name a few. At the steel mill where I work, there are corporate procedures, documents, plans etc, and those all speak to direct each mill what procedures, plans, certifications, permits, etc. they must develop, possess and adhere to. Within the mill I work at in Middletown, each department has its own Emergency Action Plan (EAP). For this discussion, I’ll reference both the corporate document that directs each department to establish an EAP, and then I have picked our Energy Department’s EAP to share and discuss, as the energy department address work in all parts of the mill.

The corporate Environmental Procedure requires under 3.0 that the plant manager assign responsibility for development and implementation of the appropriate plant Environmental Emergency Preparedness and Response Plans.

The Energy/Utilities General Emergency Action Plan list procedures for 23 different unique emergencies such as fire/explosions, asbestos releases and even odd things like unusual public affairs situations.

General Guidelines under section 3.3 of the departmental EAP require that each plan include the following:

Address all emergencies that could reasonably be expected.

Develop a method of emergency announcement.

List evacuation procedures.

Describe emergency escapes.

Method of accounting for employees who have escaped/or not.

Procedure for shutting down critical operations

Method of posting/display of plans

Annual review and exercise of procedures to determine effectiveness and necessary changes.

The Departmental EAP#1 speaks to fire and explosion response. It requires supervisory personnel to contact Plant Fire Services and then the main gate who will contact local fire department for any fire that cannot be controlled with an extinguisher.   Procedures are in place for notifying the rest of plant via emergency call out alarm to initiate shutdowns and evacuations. The corporate procedure requires periodic testing of systems and annual review and update of the EAP. All the documents are maintained on the company WebUDMS, web based universal data management system.
