answer-

1 a- The term participatory budgeting means a process where government allows local citizens to take participation in prepration of budget and provide thier opinion how money is spent.When budget is prepared then local citizens are granted roles to scrutize and monitor the allocation of public fund or budget. This is called participatory budgeting as local citizens are participating in it.

b-Four usefulness of participatory budgeting are-

First improved transparency and accountability. when local citizens are involved in budgeting process then process becomes more clear on how money is used and who will be accountable for that.

Second empowerment. Citizens feel motivated, valued and empowered that government give such great role to them to decide and provide opinion budgeting process.

Third allows citizens to know how government officials faces difficulties and challenges in preparing budget and allocation of money .

Fourth better utilization of funds and reduce the chances of fraud because citizens know every detail about budget and money in it.

c- Three challenges are-

Time consuming because when more people are involved then they have thier own opinion and views which could clash with others. this can increase the time of budgeting process.

Lack of budgeting knowledge can also be challenging because making budget of house or small business is way different and harder than budget made of public so lack of knowledge of accounting and budgeting can affect process.

Local thinking where local citizens may think to use budget to improve their local areas while ignoring more national level issues.
