a. The garage owner: He is responsible for charging the customers extra money for simple repairs because it is an understood deal between the owner and the mechanic to charge the customer unnecessarily for those repairs also that is not required. Most of the customers are ignorant about the car repair work and what is wrong with the car in case it shows some default.

In certain garages it is an understanding between the garage owner and the mechanic that he will show some extra fault , he would take some extra time thus charge the customer higher than the real cost of the repair and in doing so the mechanic gets his share.

b. The mechanics at the car garage are the ones who are supposed to detect the fault and tell the customer about the defect and what repair work is required. If the customer is not vigilant and not knowing ABC of cars mechanism the mechanic can produce default while checking the car and would give an estimated higher bill for the unnecessary repairs. Sometimes there was no repair required only cleaning is required; a mechanic would wash the same part dry it and make it look new and charge for the new piece. The mechanics is the main source of charging extra if they have a direction for the owner they do it openly without even customers knowing it.

All the car owners are not experts in the car's mechanism, when they take the car for the repair it is required to see what the mechanic is doing with the car because for a mechanic to unplug certain part is an easy job and the customers could not even detect that the wire is unplugged in the disguise of checking the car, and he would show a bigger def
