q1 + q2 = 3.71 C

F = kq1q2 / r2 = 9e9 * q1q2 / 0.12 = 4.1e11  

q1q2 = 0.4555

so,

q1 ( 3.71 - q1) = 0.4555

3.71 q1 - q12 = 0.4555

q12 - 3.71 q1 + 0.4555 = 0

solve this quadratic, I got

q1 = 3.71 +/- 3.4557 / 2

q1 = 3.582 C

and

q1 = 0.12715 C

so,

lower charge is 0.12715 C

____________________________________

2)

1 electron = - 1.6e-19 C

so,

0.50e20 electrons = - 8 C

so,

resultant charge = -17 C
