If two mutants with the same phenotype are crossed and their F1 progeny exhibits the mutant phenotype, both mutants are said to be allelic to each other. i.e. they are located in the same gene.

If two mutants with the same phenotype are crossed and their F1 progeny exhibits the WT phenotype, both mutants are said to be non-allelic to each other. i.e. they are located in different genes.

This principle is applicable only to recessive mutants.

The F1 progeny of a homozygous dominant mutant always exhibits the dominant phenotype. SO, we cannot use this strategy to identify the allelic status.
