Answer : (b) buy goods and services

M1 is the money supply that consist of highly liquid forms of money such as hard cash, coins, demand deposits and other checkable deposits. It doesn't include savings bank deposits, long term investments, bonds and debentures,etc.

The basic idea of M1 is that the people should be able to easily make use of the liquid money with them for day to day activities. It can also be withdrawn from ATMs using debit cards.

Here in this case, retirement plans and interest rates does not come under the category of M1, buying goods and services is the correct answer.
