When Cl2 dissolves in water

H2O + Cl2 → HOCI + HCI

The reaction occurs to form hypochlorous acid(HOCl)

HOCl can dissociate to form

HOCI OCI-+H

At neutral ph hypochlorous is balanced by hypochlorite ion

So equal amounts of both Constituents are present

The main constituents at neutal ph are

HOCl and ClO-

So option 4 is correct
