Indira Singh has decided to file a grievance with her union steward, alleging that she was not promoted and a more junior (in seniority) employee was. Describe the steps in her grievance and whether you think her grievance ought to go to arbitration.

Indira Singh must follow the following steps of the grievance procedure:

  1. Firstly, interact with immediate superior to understand and clarify why she wasn't promoted and her more junior in seniority colleague was promoted. If the supervisor or manager whom she reports to does not provide sufficient clarification or else, she is not satisfied with the clarification provided by the supervisor or manager, then the next step must be taken.
  2. She must then approach her union steward regarding the matter and do the needful.
  3. If justice is still not received, then the she can approach to the union leader.
  4. The union leader has to ensure Indira Singh receives justice.
  5. However, if still Indira Singh doesn't receive justice, then she can file a suit against the company in the court.

Her grievance ought to be resolved by arbitration as it is a matter which needs to be resolved at the earliest and isn't as complicated as other severe labor issues are. Her, Indira Singh needs to be given due respect and promoted as per company's policy.
