System data, makes up the operating system and its extensions. This data is always to be kept in the system file systems, namely / (root), /usr, /tmp, /var, and so on. where as User data is typically local data that individuals need to complete their specific tasks. This data is to be kept in the /home file system or in file systems that are created specifically for user data.User programs and text are not to be placed in file systems designed to contain system data

Example of system created data

DLL files- It is a file format used for holding multiple codes and procedures for Windows programs. Software & Games runs on the bases of DLL Files. DLL files was created so that multiple applications could use their information at the same time..

Example of user data

user data is anything which users generate while using an application. It can be cache files or some other files, which won't cause problem if you delete it.
