1. The rationale of the project was economic development by transferring land from one private owner to another. The parties were of the view that the general benefits a community enjoyed from economic growth qualified private redevelopment plans as a permissible public use under the Takings Clause of the Fifth Amendment. The economic project was expected to create new jobs, increase tax and other city revenues, and revitalize a depressed urban area, and serve the public purpose.
