So more electron rich will be the carbon , electron flow from carbonyl carbon to positively charged oxygen in second stepwstep be more and Rate of the reaction will be high. So at the equilibrium there will be more hydrates in the equilibrium.

In structure "C" the substituents of the carbonyl carbon are more electron positive groups.So the carbonyl will be more electron rich and the formation of hydrate at the equilibrium is largest.
