If Cl1- is travelling into page , then it means that negative charge is going into page and thus direction of current is out of the page.

From right hand thumb rule, the direction of magnetic field will be anti-clockwise.

Now if Cl1- was changed to Mg2+   then direction of current is into the page and thus from right hand thumb rule, direction of magnetic field will be changed to clockwise. Also , since magnitude of charge also increases from 1 to 2, therefore magnitude of magnetic field also increases.
