For CO32-     ( total 24 valence electrons i.e 4+6*3+2 =24 )

1.For the central Carbon Atom :

    The number of Non-Bonding Electrons :(simply the total number of lone pair of electrons on carbon) : 0

    The number of Bonding Electrons (simply the electrons bonded with oxygen) : 2+2+4=8

    The total number of Electrons : Non-Bonding + Bonding = 8

2. The central Carbon Atom :

A. Obeys the Octet Rule Because it has 8 valence shell electrons.

For SF2    ( total 20 valence electrons i.e 6+7*2 =20 )

1.For the central Sulfur Atom :

   The number of Non-Bonding Electrons :(simply the total number of lone pair of electrons on sulfur ) : 4

   The number of Bonding Electrons (simply the electrons bonded with fluorine) : 4

   The total number of Electrons : Non-Bonding + Bonding = 8

2. The central Sulfur Atom :

A. Obeys the Octet Rule Because it has 8 valence shell electrons.
