When is a nonprofit organization supposed to recognize donated services? Is this optional, or required?

Financial accounting standards require that the fair value of donated services be recognised in the financial statements if the services either create or enhance a non financial asset or require special skills provided by the entities or person possesing their skills and the organisation would need to purchase those services if not donated.
