Static budgets are suitable for situation when actual activity doesn't significantly changes. Since if activity changes significantly then in that case flexible budgets are suitable.

For example let's take a example revenue change from 100 to 101 this won't make any difference but if revenue change from 100 to 150 then it's significant amount and then we have to use flexible budget.
