Answer #1

Cl in ClO2- has oxidation state of +3
Cl in Cl- has oxidation state of -1
So, Cl in ClO2- is reduced to Cl-

I in I- has oxidation state of -1
I in I2 has oxidation state of 0
So, I in I- is oxidised to I2

Reduction half cell:
ClO2- + 4e- --> Cl-
Oxidation half cell:
2 I- --> I2 + 2e-
Balance number of electrons to be same in both half reactions

Reduction half cell:
ClO2- + 4e- --> Cl-
Oxidation half cell:
4 I- --> 2 I2 + 4e-

Lets combine both the reactions.
ClO2- + 4 I- --> Cl- + 2 I2
Balance Oxygen by adding water

ClO2- + 4 I- --> Cl- + 2 I2 + 2 H2O

Balance Hydrogen by adding H+
ClO2- + 4 I- + 4 H+ --> Cl- + 2 I2 + 2 H2O
This is balanced chemical equation in acidic medium
Answer: 4, 1, 4 -> 1, 2, 2
