A free rider problem means people using the goods and service available in the market but not paying for it. For example, People using the community garden but not paying for its maintenance .

It is associated with the public goods because public goods are non excludable and non rival i.e. even if the consumer of the good I not paying for it we cannot restrict that consumer from using the goods. this increase the number of the goods that are fre riders.
